Tested by by and is working on Win 10 X64 Enterprise, build 18965 (Skip Ahead Ring as Insider)

Do you have a 3rd party AV program installed? If so, that could account for Windows Defender and its real-time protection getting turned off.

Nothing, only Windows Defender.
If some suspicious, I check free before running on virustotal.com/gui/home/upload (please read the Terms and conditions)

If you're wanting real-time protection to stay turned on, you might see if turning on tamper protection below may help keep it on.

This popup message you show also here really isn't effected by your reg file defender and malwarebytes is off is a false message malwarebytes is always on once opening that wd message

Maybe add this gpedit to the tutorial I haven't tried it yet to see if wd message doesn't appear but maybe it will ?

That group policy would disable Action Center.

Yep but this is like using bird shot in a shotgun to kill windows defender bs notification which is false malwarebytes is not off
\Clicking on the bs notification shows it's false every time = mbam on wd off.

All the temper protection was off already along with all other features besides most are ms account only nonsense
How the hell do you get rid of this darn popup from ms hell
