    I know that document. You will however find other info (also again by Microsoft themselves) and find that other regulations apply to different OS'.

    Matthew, even if you asked Microsoft, you would get ten different answers if you asked ten different specialists. Licensing+MS=Horror. Ever since. I can only assure you, that in the EU, MS has lost in court and OEM licenses are not bound to hardware any more.

    So that applies to all countries in EU unless court (national or EU) decides to make another decision. And to do that decision they need something much bigger than single OEM license transferred/sold. I live inside EU and in my country Windows OEM licences are openly sold. Especially after that court ruling nobody cares. Not even Microsoft!

    All summed up, transferring Windows OEM licence may be illegal somewhere around world but not everywhere. And in many countries laws override any licence terms.

    So what's the issue here? OEM licences can be resold anywhere ... are we talking about separating the licence from the PC? ... it still cannot be transfered tho'...right?

    This guy is talking complete crap. Only in Germany have they ruled that oem system builder licences can be transferred to new devices. Even in Germany, preinstalled slp oem licences are not transferable which is the bulk of them.

    For the rest of the EU, we are bound by the same restrictions as the rest of the world until national Governments in EU ratify any changes (any EU directive has to be ratified by member states). This guy has no idea of how the EU works!
