was able to get safe mode running by bringing up an admin console window and entering
bcdedit /set {default} safeboot minimal
turned off verifier
turned off safe mode with
bcdedit /deletevalue {current} safeboot

I occasionally have a blue screen with IRQL_NOT_LESS_OR_EQUAL error, so I want to know if I should check "Force IRQL checking" in the second step of part two, and also if I should check any other options specific for this type of error?
My experience after being stuck in a boot loop:
Disable Driver Verifier via Command Prompt: did NOT work
Disable Driver Verifier via System restore: did work

So to be more specific, open CMD as Admin,
bcdedit /set {default} safeboot minimal
Reboot, open CMD as Admin again,
verifier /bootmode resetonbootfail
bcdedit /deletevalue {current} safeboot
Reboot.
Could I ask when driver verify causes a BSOD which folder is the dump place in.
Is it just in the Windows folder?
Depends on how your system is setup to create dumps. For small memory dumps it will be in C:\Windows\Minidump. For full memory dump it will be in C:\Windows as MEMORY.DMP.
