    was able to get safe mode running by bringing up an admin console window and entering
    bcdedit /set {default} safeboot minimal

    turned off verifier
    turned off safe mode with
    bcdedit /deletevalue {current} safeboot

    I had the same problem you did and you saved me from having to reinstall windows. Thanks. I originally was trying to use verifier to clean up some bad drivers and it totally looped my boot on a verifier violation.

    You saved the day.

    I occasionally have a blue screen with IRQL_NOT_LESS_OR_EQUAL error, so I want to know if I should check "Force IRQL checking" in the second step of part two, and also if I should check any other options specific for this type of error?

    My experience after being stuck in a boot loop:

    Disable Driver Verifier via Command Prompt: did NOT work
    Disable Driver Verifier via System restore: did work

    Thank you- I had tried all the suggestions through windows recovery and nothing worked. This did.
