    As you said your folder is empty, mine is full of them:
    Like you I have one created most (but not every) day. Mine go back to 19th December when I last did clean install and are not generated at any particular time of day.

    Do you have a laptop? Perhaps it is normal. I've turned on history in task scheduler and will let you know if anything crops up from that...

    For the heck of it, I check my preview build 11082 in Hyper-V(I haven't used it since Christmas), and it had a couple of entries too

    Shawn as I was waking up this morning (I guess my mind was working on this problem in my sleep), this question came to mind. I didn't quite answer it correctly the first time I think. The original installs(Desktop, Laptop & VM were clean installs(after RTM upgrade), but... since then there have been Build upgrades. Do you think that might have something to do with it. Theoretically these are updates, but for all practical purposes they are in place upgrades.
    My question: Do you clean install each build, or do you just let it upgrade, and leave it?

    Me, too. 11082, dual boot, last update to OS 12/24/15 (in-place to fix something I messed up!).

    Mmmmmh-Hmmmm getting interesting now, maybe getting closer to the cause....
    Maybe when doing a repair install, Windows does the diagnostic, to see if anything needs to be fixed there, or the set it back to the users preferences, after reinstallation is complete???

    Shawn since the upgrade to rs1 the report is gone in my Insider VM, but I'll keep an eye out to see it it creates on again:

    Ok Shawn, I just fired up 11099 in Hyper-V and this showed up, and it looks like it was created yesterday waaaaay before my last post above, but it wasn't there then
