Same here, keeps reverting to the RP. Looking at the registry the UI key shows what is entered in Settings but the Applicability key never changes.
I've spent several hours on trying to sort this problem out and to be honest I can't see a way round it. Running Brink's reg file for the Slow Ring setting creates the registry entries fine and the setting is retained through every reboot. However as soon as Settings/Update & Security is opened up the WIS registry entries change back to RP. Short of doing a clean install I'm at a loss.
I'm going to stay on RP Ring until 19H1 is released and see if that sorts it out, if it doesn't then I'll clean install.

I spent another hour tonight trying to find a solution but ended up a broken man. I'm defeated

Thank God. I was able to find this trick again at the time Microsoft decided to restrict which computers will be able to receive Windows 11 insider builds.
