    Thank your for hint, sadly it doesn't work, but by the key location I see this is a GPO setting, I took a look into Administrative Templates\Control Panel\Personalization and there is says:
    Note: This setting only applies to Enterprise, Education, and Server SKUs.
    So it seems I'm out of luck with my edition of OS then
