I tried to change this Registry key value using a Reg command & also using a .Reg file and the value data changes correctly but, in both cases, the background remains as it was before [even if I restart Explorer].
- I use a static background, no picture folders, nothing. Just a background colour.
- Both the Reg command & the .Reg file complete successfully.
- I know the correct data to set the value to because I copied the data after making some test changes in Settings, Personalisation, Background.
- The background colour responds correctly to changes made using Settings, Personalisation, Background so I can see that I have not messed up the data entries I tried to set.
- In the Reg Add command, I have also tried adding the line RUNDLL32.EXE user32.dll,UpdatePerUserSystemParameters afterwards but it makes no difference
- I am using Windows 10 Home Ver 1709
Has anybody else been playing around with this Registry key enough to be able to offer a solution?
I am asking in this thread first because of that old post by JohnGray. I'll investigate elsewhere if nobody else in this thread has been experimenting with this item.

Ok now Option 7 seems the best route for me to follow but I don't have Personalisation listed in the Control Panel.
If I right click the screen and choose Personalistion I cannot browse to theme or pictures even though they are listed. For example I know there are pictures in Pictures and the USB drive that I insert in the machine and Themes I have downloaded from the Microsoft store but clicking on any of those options gives me nothing except empty folders in that list in the pic.
Sorry but the pic will not attach it is in I think One Drive which I think maybe the problem.

No, it's not listed there. But despite that it is avaiable, you can only open it by following Brinks first instruction in Option Seven.
1. Open Desktop Background by running the command below in the Run (Win+R) dialog.
explorer shell:::{ED834ED6-4B5A-4bfe-8F11-A626DCB6A921} -Microsoft.Personalization\pageWallpaper
Thanks Bree I will give it a look and try that just seems to be a backward step all the same when it should be as simple as just browing to a C: or USB stick folder

Hi All,
Are there any risks with replacing all images in 'C:\Windows\Web\4K\Wallpaper\Windows' with customized wallpapers? There are 9 files in this folder that are applied depending on screen orientation/ratio. This is very handy with tablets that go often from vertical to horizontal orientation.
Will a windows update restore the default images it will keep the custom ones?

I'm trying to set a default wallpaper for all new users, but leave the option to change it if the user decides to do so.
The "per-user" setting is store in:
[HKEY_CURRENT_USER\Control Panel\Desktop]
Wallpaper ="C:\Path-to-image\image.jpg"
Usually when I need to make changes for HKCU hive for new users I mount the 'C:\Users\Default\NTUSER.DAT' registry hive and make the necessary changes. Then when a new user is created these changes are carried over.
However, even though mentioned setting was changed in NTUSER.dat, when I create a new user this particular registry entry does not carry over for some reason.
Anyone tried this before? Thanks again

Thanks Brink - I actually tried that and it did not work. I will reply to that thread since the method is described over there.
Edit: I tried the registry option form that page on ad different test machine and it worked.
However, it locks the user's ability to change the wallpaper. I would like to all new users to have a specific wallpaper but also be able to change it at will. Any suggestions are appreciated
