I just don't understand why the system downloaded all the junk despite all the settings.
What does the program do differently?
"Quality updates" being monthlies (the small ones) and "Feature updates" being the yearly or semi-yearly ones (the big ones) unless you're on Insider, where they're weekly. It's too bad there isn't a way for Feature updates, at least that I've found.
This doesn't handle that scenario:
Turn On or Off Device Driver Automatic Installation in Windows 10
Doing this before a Feature update causes the device to become uninstalled in Device Manager entirely, requiring you to re-install the graphics driver, so this isn't the solution either.

Does this tutorial still only apply to "Windows 10 Pro, Enterprise, and Eduction edtions"?

I'm afraid so.
You could still use something like option 7 below to disable automatic updates to be able to manually select which updates to install instead though.

Beginning with the August 2020 security update for Windows 10, when optional updates are detected by your device, they will be displayed on a new page under Settings > Update & Security > Windows Update > View optional updates. That means you no longer need to utilize Device Manager to search for updated drivers for specific devices.Does that actually mean this tutorial (or the one below) no longer applies?(Edit, I see Denis already asked the question)
What's the difference between this tutorial - Turn On or Off Device Driver Automatic Installation in Windows 10 and the one here where "drivers" are concerned?

This one is to enable/disable including driver updates in Windows Update using a policy. Not available in Home edition.
The other is to just turn on/off automatically download and install drivers and information. Available in Home edition.
They both overlap each other, but the policy (if disabled) will override.
