    None of the options are working anymore for me with 1903. Windows will still update drivers.

    I'm seeing the same with clean installs of 1903 (Build 18362.239)... none of the previous REG tweaks prevent WU from downloading driver updates now. I've tried clean installs with the tweaks seperately and neither have any effect. (I haven't bothered with the tweak to prevent device metadata.)

    I've searched through Settings (in case the option had been moved from Update & security) but there no longer appears to be a manual way to prevent hardware drivers from being downloaded/installed by Windows Update.

    However, my recent testing shows that WU is still not including any driver for the Broadcom USH on Dell (and probably HP) laptops.

    As a workaround for now, you may be able to use Option 1 below to disable automatic updates...

    As a follow-up, I did another clean install of 1903 on my test laptop (Dell Latitude E7440) and this time used Group Policy editor to enable '‘Do not include drivers with Windows Updates'. The GP setting doesn't work either... but it's just the same policy setting as the REG tweak anyway.

    I've added a warning at the top of the tutorial that it may no longer work now in 1903.
