Which other key(s) have you tested from option 2 in the first post here?
    i tried them all
i had to block installs of the pid's in the end with no network after i installed the drivers i wanted

    this goes for Win10 21H1 fresh install & Win11 21H2 fresh install

My 4 pc's that i think started on 20H1 and have been updated every 6 months work fine with the key above
Same for my son's pc that was a 2018 build

Interesting. Thank you for sharing. It'll be interesting if others are seeing the same with W11.

Do you have the Home edition installed?

I can't say as I've never tested Option #2 as Option #1 has always worked for me, so....

There's always option 2 to do it with the registry if you don't have Pro

I agree 100% - would rather not go in there if there's another way that doesn't involve $$$ . And I only do reg mods from trusted sources like tenforums.

    Nope all machines are Pro

I have just realised a didnt explain it properly and said clean install
when it was a forced update and not strictly a fresh install

I will explain how to reproduce it
It may or may not be the same with an actual fresh install on a blank drive

All of my pc's in the house where never offered the 21H1 Enablement Package for some reason and have been in limbo on 20H2

My backup Server Microserver2 (Microserver Gen8) that is only turned on monthly for backups
I ran The Windows 10 Update Assistant (Windows10Upgrade9252.exe) and kept everything
this already had the reg from here and was working fine

after the update there was a forced driver install of an xtu component tied to the cpu inf
via an XTU Extension inf provided via windows update on every boot
XTU is something i dont need on an Xeon procssor that is locked
and is just rubbish running as a service on every boot for no reason

no amount of using anything from here could fix it being installed via windows update on every boot
i ofc made sure the inf was fully removed and even rebooted with the network disabled to make sure that it was gone and not hanging around waiting to install on next boot
as soon as the network is enabled it reinstalled the drivers via windows update

and in the end i had to block the pid

I have since rolled back to the old 20H2 and everything was fine again
then a couple of days later used the Enablement Package kb5000736 to get to 21H1
    and everything is still fine

and its not installing drivers on its own

My Bedroom PC (9900K + Z390) i used to try windows 11 out for a couple of days
I updated via Windows 11 Installation Assistant (Windows11InstallationAssistant.exe)

after the update there was a forced driver install of Intell Management Engine Interface via windows update
from 2021 replacing the 2019 driver i use and disable
there was also a forced driver install for my logitech mouse via windows update (logitech download assistant)
that is of zero use and it just a background process to call home to logitech

no amount of using anything from here could fix it being installed via windows update on every boot
i ofc made sure the inf was fully removed and on every boot it was reinstalled via windows update
and in the end i had to block the pid

I have since rolled back to the old 20H2 and everything was fine again
then a couple of days later used the Enablement Package kb5000736 to get to 21H1
    and everything is still fine

and its not installing drivers on its own

View configured update policies in windows update said the following
    on both machines

    Policies set on your device
Exclude drivers from Windows quality updates
    Source: Administrator
    Type: Group Policy

Today I got NVIDIA Drivers delivered by Windows update..

I had run the RegEdit - Option 2 on the first page of this thread over 14 months ago.
I verified the registry settings were still in place form running that Regedit.

So MS changed something and this Regedit is not enough, or ???
