Yes, you can make the new account an administrator while signed in to the temp profile of the old account.
Just to verify, have you already gone through the steps in the tutorial here on the first post to try and fix the old account while signed in to the temp profile?
If so, what happened?
Yes, you can safely delete the TEMP profile folders in the "C:\Users" folder.
It would be better to fix your old account if able so you don't have to setup everything again in a new account.
If you absolutely want to use the new account instead, then:
1) While signed in to the old account (temp profile), make the new account an administrator.
2) Sign out of the old account.
3) Sign in to the new account, and verify it's an administrator.
4) Copy over anything you wanted (ex: docs, pics, music, etc....) from the old account to the new account.
5) Delete the old account.
