If the app has been removed from the All apps list in the Start menu, then the app has been uninstalled.

Only the packages for apps are in the "C:\Program Files\WindowsApps" folder.
It is still in the Start Menu and can be run and is not listed under Apps in System or with GET-APPXPACKAGE -ALLUSERS | More or with CCleaner. My understanding is that, like IE use to be, it is now part of the OS.

What would you do to keep multiple apps?
Option 4 only shows how to do one.

I suppose only uninstall the apps you don't want instead.

How would you keep only 2 or 3 apps and remove the rest.
    Is that possible?
I would like to keep Calc and Snip around for the users.

    Sorry if I wasn't clear.

    No problem.

You could use the command below in an elevated PowerShell for those apps.

    Get-AppxPackage -AllUsers | where-object {$_.name –notlike “*store*”, "*Microsoft.WindowsCalculator*", "*Microsoft.ScreenSketch*"} | Remove-AppxPackage

Are apps like CCleaner and Revo Uninstaller necessary to uninstall apps?

Usually not unless the normal method of uninstalling the app doesn't fully remove all traces of the app.

It's also a matter of your personal preference.

Sorry for the stupid question, but how do I know if Windows has removed all traces of an app?

Not stupid at all. You would still see remnants of the app scattered about. For example, a desktop app may still have a folder in the "Programs Files" folder.
