I am so blunt and revive the thread since I still got a problem I cannot seem to solve.
Its the same one Neenz described. (Apps - Uninstall in Windows 10 - Page 13 - Windows 10 Forums)
It's german but the error message is the same Neenz had. Basically it claims the package isnt installed although its in my start menu... Interesting is: using the command without -allusers doesnt do and show anything, never did. Apparently windows things i have no apps installed. Then why is OneNote, and others in my start menu...
Any ideas ? ;(

Since you already uninstalled it for your account (current user), your account will no longer be able to uninstall it for all users.
If able, sign in to another administrator account that you haven't uninstalled OneNote from yet, and see if you are able to successfully use the commands below for all users an new accounts.

There is one other account on my computer which is an administrator account I created just to use its credentials when I need to change things on my computer. My everyday account doesnt have administrator rights.
I never logged in before with the second account since I just need it for security purposes -> never work on administrator account.
Now...since I already ran the "remove-appxprovisionedpackage" command before I ever logged in with it he didnt get any apps installed once I logged in just now, although there were a bunch of shortcuts in the startmenu on the right.
I tried the first command to remove again for -allusers with the same result. It claims the app is not there, which in this case was accurate. Nothing in the start menu.
I switched back to my normal account and now for some reason I get a list of installed apps when I execute Get-AppxPackage which, as you can see in my other screenshot, didnt get before.
But! One Note is still in the start menu (and I can run it) although Windows says its not there and I cannot uninstall it.
This is really annoying.
P.S. I don't get the -allusers switch when I cannot operate in behalf of "allusers"
Other than doing a repair install to fix it and try to uninstall it again, you could manually remove OneNote from All Apps in Start.

Hi, I used option 4. I only have one problem, when I search in the menu some applications don't show (Office apps and a few others). I wonder how can I reinstall everything or what should I do?

If you're wanting to reinstall them, then you should be able to from the Store for modern apps.
