In that case, you should have the setting in Option 1 available. If not, please post some screenshot showing what you see instead.

If I am able to attach the file, the pop up to browse happens, selected the file and hit upload, (doesn't attach)
But I can tell you the button for "ask me what to do with each d/l" is ON
Although when editing the attachment "looks like" it is attached

You got the image uploaded, but you just didn't attach it afterwards.
It looks like you have the setting. What happens when you turn it off/on?
Believe it or not when turned off the option to open is available.
Again, the image is uploaded, how does one attach it?
How do you attach files after uploading them? I don't see an attach button, unless I'm blind.
Never mind I found out the correct attach button.
what is different betweenRun and Open? when will Run appear and when will open appear?
I guess this was OK in 2017 but later Edge updates render it invalid`?
I downloaded the Turn On file and of course I got the Open or Save box without any way of saving it to desktop. It just put it in downloads as a CRDOWNLOAD file which then asks what app do I want to use to open it!
I tried renaming the download to delete the .crdownload after .reg and then tried to run it. That looked hopeful as the icon changed and Merge appeared in the drop down menu. I clicked on Merge and it went through the motions I would expect6 with warning and then confirmation messages.
Now I will leave this page and see if it worked.

Well, I didn't get the three options and a new download went to Downloads folder without any other option being offered. I then went to the website with button for Java Network Launch Protocol (JNLP) and it failed to work as it was also saved as a CRDOWNLOAD file. I renamed that one to launch.jnlp and the file then worked from its saved folder. So there is nothing wrong with running Java as long as it has the correct name/extension.
Please reconsider your suggested method. I suppose in the meantime I could do a reboot and see if the more useful download options magically reappear!

PS using the clumsy InPrivate window to open a new Edge page has seemed to work on the Launch webpage, but is difficult to explain to the volunteers I work with! I made it work that way once, but not today
