I followed your instructions, but c drive (win10) is still protected.
FYI: protection of c drive turned off, UAC off.
Does anybody knows how turn of the C drive protection?

Your screenshot shows that System Protection is currently turned off for all drives. Is there someplace else you see where it's still turned on?
It is turned of everywhere I´m aware of.
Third screenshot shows that folder "program files" is protected
The screenshot in Total Commander is just showing a "Access to the file was denied" error message. This wouldn't have anything to do with Windows System Protection. System Protection is for restore points and previous versions instead.
it could be a hiden recovery partetion look in dosshell diskpart /list disk and check on the drive list partetion
if you see one there i thing its list id=07 it will appeir on the drive list in system sorry you need to selected before the id command
What else can protect c drive for writing? In win8.1 everything worked fine - no bother mesagges.
FYI: when I click to " write as admin" it works (And I already tryed in folder propeties to change attributes)

Is the .pdf file password protected?
As a test, copy the .pdf file to your desktop, and try opening it from there.
