    The DWORD is not in the registry by default. It only gets added if the policy has been configured.

    I must admit that I'm not sure why you no longer have the performance power slider anymore, but you can still set a power plan to how you want for effectively the same.
    I see, thank you. Regarding Power Throttling, when I go to Task Manager, Details, Power Throttling, all processes are set to Disabled. Is that because I have an older 4th Generation processor? I never disabled power throttling, and you correctly pointed out that it is enabled by default

    Enabling or disabling Power Throttling wouldn't add or remove the Windows performance slider for power mode.

    Power Throttling is currently available only for processors with Intel’s Speed Shift technology, available in Intel’s 6th-gen (and beyond) Core processors – Microsoft is working on expanding support to other processors as well over the next few months. I don't know if 4th-gen is included yet or not though.

Now that 10240 is officially official I decided to do the in-place reset to clean out any carried over glitches. I downloaded drivers, ninite, and office 365 installer and am now waiting waiting for the reset to finish.
