Odd. Both the power button and start menu now give me the old and fast shutdown times. Startup and reboot seems consistent throughout all editions and updates.
Tutorial updated to add Option 3 and 4 to enable/disable require fast startup using a policy.
I know this is somewhat of an old thread but I just stumbled on this "Fast Startup" option. If I understand correctly when I shut down with it enabled, the computer will still use a small amount of power. So, if I go on a week-long vacation where the computer is at home and unplugged, is it going to drain my battery if the "Fast Start" is on? Thanks in advance.

That would only be the case if you used Sleep or Hibernate instead of a full Shut down.
Fast Startup is a setting that helps your PC start up faster after a shutdown. Even faster than hibernate. Windows does this by saving an image of the Windows kernel and loaded drivers to the hiberfile (C:\hiberfil.sys) upon shutdown so when you start your PC again, Windows simply loads the hiberfile (C:\hiberfil.sys) into memory to resume your PC instead of restarting it.
Thanks for the quick reply, so if I left "Fast Start" on and just did the Start-Shutdown, and went on a week's vacation, everything would be ok when I got home? Or would it be better to turn the "Fast Start" off until I got back home? Thanks again.
Correct. I would do a Start > Shift + Shut down instead though to make sure it was a full shutdown.
