I believe this may have applied on Windows 8, but I can't believe it still applies on Windows 10.
There's no mention of it at Recovery options in Windows 10 or anywhere else I can find.
(I just tested it with UAC set to maximum for notify system changes.)

- Removes any apps your PC manufacturer installed. (If your PC came with Windows 10, apps from your PC manufacturer will be reinstalled.)
