FYI: Reinstalling display driver did not help.
However adding this 32bit DWORD "DisplayToastAtBottom" to Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer with a value of 0 did fix it.

I had thought that one below wasn't working anymore. I'll have to do some more playing with it now.

You are right the registry setting has no effect. It must have been slow to kick in after reinstalling the driver.

I found the registry key of "Get notifications from these senders" as following.
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\Notifications\Settings
Turn on is no the Dword value named as Enabled.
Turn off is Dword value named as Enabled and parameter is 0.
We could turn on or off specific application notification by using the registry key.
