thank you. how is the context menu invoked?
The REG file will add the context menu. When you click on the context menu item, it'll run the VBS file from the C:\Windows\System32 folder it was saved to.

If the VBS file wasn't unblocked before saving it into the C:\Windows\System32 folder, it could cause an access issue.

    REG file contents for reference:

    Code:
    Windows Registry Editor Version 5.00

    [HKEY_CLASSES_ROOT\DesktopBackground\Shell\DesktopBackgroundFileLocation]
    "icon"="imageres.dll,-5346"
    @="Desktop Background File Location"

    [HKEY_CLASSES_ROOT\DesktopBackground\Shell\DesktopBackgroundFileLocation\command]
    @=hex(2):77,00,73,00,63,00,72,00,69,00,70,00,74,00,20,00,22,00,25,00,57,00,69,\
      00,6e,00,64,00,69,00,72,00,25,00,5c,00,53,00,79,00,73,00,74,00,65,00,6d,00,\
      33,00,32,00,5c,00,46,00,69,00,6e,00,64,00,5f,00,44,00,65,00,73,00,6b,00,74,\

sorry, maybe I am not understanding the purpose of the tutorial. This tutorial was a recommendation to someone that wanted to know the file location of a certain random image displayed during the windows slideshow. If this topic addresses that I am at a loss what exactly a user does when that image displays in my case. I use the Personalization> Lock Screen > Background 'slideshow' option for a password-protected lockscreen. When it is running anything I do with mouse or keyboard stops the slideshow and displays the password screen. Or perhaps this tutorial is only relevant for 'Personalization > Background' being set to 'slideshow' (I suspect this as the word 'Background' is in the tutorial's title)?

At the beginning of the tutorial it says:

Your desktop background (also called wallpaper)

    - not the lockscreen... the desktop. You can see that quite clearly too from Brink's post above.

So the context menu in question here is that shown when you rt click an empty area on the desktop.

If on the lock screen you use spotlight (rather than a slide show of your own images, then this applies:
Find and Save Custom Lock Screen Background Images in Windows 10

I don't think there's a way to identify which image from a personal collection in a lockscreen slideshow is being shown.

    I agree.

Also, at least with my Windows version, often there are multiple images in some of the slideshow's transitions so I don't see how this would work.
