How do I completely get rid of a installed language as this is what happens in my case under Windows 10 Home x64 with Fall Creators Update:

    1) This is what it looks like now:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-03-38.jpg

    2) I click on options for the Traditional Chinese (Hong Kong SAR) which shows:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-05-20.jpg

    3) As there is nothing to remove, I click on Cancel which brings me back to:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-03-38.jpg

    4) I click on Traditional Chinese (Hong Kong SAR) so it is highlighted and then Remove:

    5) You would think it was removed but when I refresh the page:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-09-54.jpg
    which is also confirmed with:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-11-31.jpg

I noticed that with Start Menu/Settings/Apps/Manage Optional Features, it does show:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-13-33.jpg

All of the Chinese (Hong Kong SAR) * entries have only a Manage button which when clicked opens:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-19-56.jpg
Chinese (Traditional) Supplemental Fonts has a uninstall button and when I click on it, it does uninstall and this is what the page shows afterwards even after closing and opening it again:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-23-07.jpg

From another website, it says one can run lpksetup /u from a admin command prompt which shows this:
Add, Remove, and Change Display Language in Windows 10-2017-12-02_10-25-00.jpg

I am actually trying to get this done as I am trying to troubleshoot Cortana's search box responding slowly which cam either accept the input or it will take forever before what I type shows up whenever I have NJStar Communicator from NJStar Communicator Version 3.30 | NJStar Software running but without NJStar running, Cortana's search will work fast. NJStar Support is unable to reproduce the problem so not sure if it might be the built-in language support in Windows 10 that might be causing the problem or not. I have already completely resetted Cortana using the instructions here:

Thanks for any help in advance!

Just wanted to add my recent experience: new laptop, everything working fine... UAC set to maximum security level (= ask me for every admin action)… connected through WiFi to a private router...
Well I couldn't download 'Basic typing' or other extra Options: it simply did nothing when clicking on Download buttons, no error reported, no nothing:

The only solution for me was resetting UAC to default unsecure level and the Download button finally worked again and I was able to download the extra features for extra languages installed. Then of course I've re-set UAC at max level.

If you can't remove a language pack the normal way, there is a Powershell method:
