    The Export function comes with the Creators Update, it's not in 14393., only Import.
    Starting Windows 10 Insider Preview Build 14926, favorites in Microsoft Edge can be imported or exported as HTML files.

    KB4016240 is a CAB file. Just download and install?

    It would be a MSU file instead of CAB, but you can also install it via Windows Update. Windows Update would be the easiest way.

    Ran WU twice earlier and again just now and get no updates. Says my system is up to date. I kind of figure WU would be the best option for one with limited experience here. I'm going to get the KB... file and just set on it. If I get to feeling reckless I may install it.

    It'll be ok if you wanted to install the MSU. Once downloaded, you would double click on the MSU to install. Here's the 64-bit direct download link below for you.

    @EJS & @CWGilley, KB4016240 is for Creators Update, 1703 build 15063. You have both stated you are on build 14393 so no - it isn't applicable to your system. To get an Export button in Edge you need the Creators Update, version 1703.
