Are you using official Windows 10 installation media, and nothing that has been modified from an unofficial source?

I must admit that I don't know why you would still be missing the "Pin to Start" context menu for apps, folders, and drives then.

One last thing to try is to download the .reg file for the exe item in the table in option 2 of the tutorial below to restore the default registry entries for it.

Windows doesn't support "Pin to Start" for .BAT,.CMD files. I prepared the following BAT script for the Send To context menu. This BAT file copies itself to the Send To folder, thus creating any file to click in the Send To context menu as a shortcut to the Start Menu\Programs.

It depends on the location you used to create the shortcut with if there's a "Pin to Start' option available in the context menu.

These below will allow you to "Pin to Start". Be sure to change the shortcut icon to what you want before pinning to Start.

Pasting in: control inetcpl.cpl instead gave the 'pin to start' option. I tried My Documents location and the desktop location, and it worked from both. However, it seems to only offer one icon image choice.

You can use any icon you like though for a shortcut like below. Most of the system icons are located in the C:\Windows\System32\imageres.dll and C:\Windows\System32\shell32.dll files to select from at step 3.
