Turn On or Off BitLocker for Operating System Drive in Windows 10-capture.png

The status shows as decrypting. See attached image.

As for the Bitlocker icon, no but I believe that is due to the fact is is "unlocked" but not decrypted. I tried reading the SSD with a different computer and could not. It is fully readable when I put it back in the desktop as the OS drive.

Note, on boot up in no longer asks for the PIN but perhaps there still something going on with the TCM?

No BitLocker icon on the drive icon indicates that it is not protected by BitLocker. Even when unlocked, you would still have an unlocked icon on the drive icon.

The status also shows that it's no longer protected by BitLocker.

I can only guess that when you restarted the computer, you interrupted the decrypting process causing an issue with it now stuck at 18.9% still encrypted.

If you like, wait a while and check the status of the drive again to see if the "Percentage Encrypted" value drops anymore. If it does, then let it sit until fully decrypted.

It is definitely stuck. I allowed it to decrypt all night which was successful for the other two 2TB HDD. The 250g SSD was stuck at the 18.9% this morning. I waited hours and no change. Then I tried restarting to see if the would kick'it back it to gear but it did not.

It is crazy because it boots and I can read the drive, I just cannot clone it or do anything with Bitlocker like turn it back on.Turn On or Off BitLocker for Operating System Drive in Windows 10-capture2.png

Also, I ran a check disk on the SSD and found no errors.

If I cannot get it to fully decrypt, I guess I do not have many options. I have a recover USB stick I made over a year ago. I suppose I can use that to create a new OS drive. Is that correct? I would then have to install all the programs and move over the back up of the data.

Correct, you'll still be able to format or do a clean install on the drive. Just be sure to backup anything you do not want to lose from it first.
