It's a false positive by EEK since the .reg file is manually setting the group policy to disable Windows Defender real-time protection.

That's what I thought EEK sees it as an attachment ergo BlackShades and in this case 'enabling' does the same thing.

It looks like Windows Defender has been disabled. Do you have a 3rd party AV program installed? If so, that would be why.
Hello brink yes i do have 3rd party install its called Malwarebytes Anti Malware home (premium) but i install that because my windows defender wasn't working.
MBAM wouldn't disable Windows Defender.
Double check using the tutorial below to see if you may have a group policy enabled that disables Windows Defender.

Yes i have turn off Windows defender from Group Policy Editor because it coudn't install some updates from Windows defender Installation Failure: Windows failed to install the following update with error 0x80070643: Definition Update for Windows Defender - KB2267602 (Definition 1.213.1210.0). Also when i try to run the windows defender service it won't start its acting really strange...
That would be why its settings are grayed out then. If you set the group policy back to "Not Configured", the settings should be enabled again.
Double check to make sure that you have the services below enabled, set to "Automatic", and started.
