    Ok, tried as @Brink said, even reset data usage and still didn't work.
    If only I could get a Mac instead of it....

    If you like, you could try doing a repair install to fix this without losing anything.

    In the Creators Update there is now a setting for this in Settings > Network & internet > Ethernet - then click on Local Area Connection.

    This thread is now so long that it is possible to get mixed up between posts so I might be telling you what you already know.

    If
    "Option 1 has no effect on DWORD in Registry Editor. The value remains 1 (non-metered)."
    refers to
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\NetworkList\DefaultMediaCost
    then please note that that key shows the default behaviour not the actual setting for an individual connection.

    My computer was restarted for the following settings to take effect.

    Yesterday, 'Set as metered connection' was on, and the DWORDs of both Default and Ethernet were 1. Windows Update automatically checked for updates as usual.
    Today, 'Set as metered connection' is off, and the DWORDs of Default and Ethernet are 2 and 1 respectively. Windows Update has not checked for updates.
