@Brink, do you think it is useful to have a CMD script that allows of toggling between "metered" and "unmetered" without taking the steps described in Option Two?
I can.
The following will restart the "Network Connections" service.
net stop Netman & net start Netman
The following will restart the "Ethernet" adapter.
netsh interface set interface name="Ethernet" admin="disabled" & netsh interface set interface name="Ethernet" admin="enabled"
However, I don't know a way to check whether the new setting has really taken effect. Do you?

You will still be able to manually download over a metered connection. It should only stop Windows from automatically downloading over a metered connection.
Your screenshots indicate that it had been applied.
Was this from restarting the service or the network adapter?
Click here to download "Metered or unmetered.zip".
Just double-click on "Metered or unmetered.cmd", which will get highest privileges via PowerRun so as to modify the DWORD value data. On completion, manually run the following to restart the "Network Connections" service.
net stop Netman & net start Netman
