@Brink, do you think it is useful to have a CMD script that allows of toggling between "metered" and "unmetered" without taking the steps described in Option Two?

    I can.
    Hello Matthew,

If you can find a way to do so without having to restart the computer to apply afterwards, I do think it would be useful for many. Possibly, restart some service or the network adapter instead of the computer??

I could add it as a context menu as well.

The following will restart the "Network Connections" service.
net stop Netman & net start Netman

The following will restart the "Ethernet" adapter.
netsh interface set interface name="Ethernet" admin="disabled" & netsh interface set interface name="Ethernet" admin="enabled"

However, I don't know a way to check whether the new setting has really taken effect. Do you?

If you have anything that wouldn't automatically download over a metered connection would be one way, but that's another thing that would have to be determined.

I don't know how to determine that.
The following shows that my metered connection prevented the downloading.
Set Ethernet Connection as Metered or Unmetered in Windows 10-1-language-options.jpg

When I clicked on the "Download" button, it started downloading and installing as shown below.
Set Ethernet Connection as Metered or Unmetered in Windows 10-2-downloading.jpg

Set Ethernet Connection as Metered or Unmetered in Windows 10-3-installing.jpg

Now the language pack has been successfully installed.

    @Matthew Wai

You will still be able to manually download over a metered connection. It should only stop Windows from automatically downloading over a metered connection.

Your screenshots indicate that it had been applied.

Was this from restarting the service or the network adapter?

@Brink, I have just restored Windows to a point before I clicked on "Download". Now it is showing the following message again. Please tell me what I should do step by step. I will try again tomorrow.

    That's ok.

I was just wonder which method you used to set it as a metered connection so I could test on my system as well to help confirm.

Click here to download "Metered or unmetered.zip".
Just double-click on "Metered or unmetered.cmd", which will get highest privileges via PowerRun so as to modify the DWORD value data. On completion, manually run the following to restart the "Network Connections" service.
net stop Netman & net start Netman
