Nope, did not work, but I am not sure if I did it right. I opened a new icon in icofc and the program came up with the choice of the format. I choosed 24x24.
After that I instantly saved it , without editing anything, because I wanted a transparant icon. Is that the right way?
I added the file below, I called it Twentyfour ( Size 24x24 )twentyfour.ico

No, that option is not available. What I tried was to examine other icons and check their sizes.
The steam-icon was 32x32 2 bits so I made a icon from that size, but it did not work. That means the problem is not the size.
What it is? I don't know. Maybe the screen resolution? It works for you, so what is the resolution of your PC? Maybe I should change that. My screen is 1920x1080.
Screen resolution wouldn't have any affect on it.
The Transparent.ico file is 48x48 pixels. Did you unblock this file before moving it into your System32 folder?
In that case, delete your current one, download a new copy of the Transparent.ico file to your desktop, unblock it, then move it to System32 to see if that may help. In addition, double check the registry to make sure the path to the .ico file is correct.
