How to Turn Off Automatic Installation of Suggested Apps when creating a new user account?

I've tried following the guide with an windows 10 iso (build 1806) downloaded with the creation tool.
After making changes in audit mode and creating a unattend.xml file with copy profile true
and running this file with sysprep.exe /generalize /oobe (unattend.xml saved in sysprep folder)
the system turns off.
However after running this installation and walking through the oobe menu I end up with a clean system without the customizations.
Any pointers what could be the problem?
Ive created snapshots so i could jump back nearly all major steps

To start I've set a different backgroundpage and made changes to explorer settings like start on this pc instead of the quickaccess.
installations to begin with were just chrome and adobe reader installed the normal way (w/o powershell) to see if this would work since i use lots of lesser known software packages.

has anyone figured out how to update a golden 1709 to 1803 in audit mode? i really don't want to have to rebuild all my images from scratch. i have a lot of custom scripts and apps configured.
I tried to sysprep 1803 and process was taking to long and during installation, I got stuck at ''getting ready '' for a long time so I find solution on the net.
The problem was with some service which I disabled with O&&O ShutUp10 utility so do this if you have a problem:
On the reference computer, open an administrative command prompt
1. Type the following command to set the startup type: sc config dmwappushservice start= delayed-auto
2. Type the following command to start the service: sc start dmwappushservice
