I really do not understand what you mean? You need OOBE to get Windows set up.

I can only tell you this:
Apart from booting to WinPE or installation, you can only boot Windows in Normal, Safe, OOBE and Audit modes.
- Normal Mode = Start or restart PC to boot to installed and set up existing Windows installation.
- Safe Mode = Select Startup settings in Advanced Startup Options (tutorial)
- OOBE Mode (Windows Welcome) = Last phase of Windows installation, an existing installation can be restarted in OOBE Mode with command
%windir%\system32\sysprep\sysprep.exe /oobe /reboot
- Audit Mode = Can be started from OOBE with CTRL + SHIFT + F3, or from desktop with command
%windir%\system32\sysprep\sysprep.exe /audit /reboot
