Yep, it appears that anything that uses VSS is affected.
Hopefully it'll be fixed soon.
If one wanted to use ReFS, they could enable being able to format with ReFS, format the drive they want to ReFS, then disable being able to format with ReFS again.
ReFS really is the go-to file system for fixed sized Storage Spaces, since ReFS is much more robust than NTFS. And of course servers, but for home users, if you're thinking of setting up Storage Spaces, using ReFS would be the best route to take.
The problem you are experiencing with System Restore is the fact that the presence of the MiniNT key makes Windows thinks it is running in PE mode. It also causes issues with the system log and build upgrade. (I had fun hours debugging this problem also)

It might be a good idea to add a warning to the tutorial to disable this key once you're done formatting.
