Whats the purpose of having these values to change if they do not change.
In time, they may not be there anymore.
Some of the old values may not work anymore even when they're still in the registry. We try to make use of what we can that still works. This worked for all title bar text at one time, but now it's limited. Now, it's just something that you can change if you would like this little bit more to customize.
I hope that they will add all of these options into the settings. Customization for all. Make your pc yours with these small changes. These would be a slogan that could making the image of windows 10 better, the wallpaper just doesnt cut it anymore. We can customise the parts in our pc to the way we like it, yet our interface experience is not. Microsoft needs to become inovating a little more if they wish to succeed even greater than apple and linux.
In conclusion, this means that this thread is dead. Ill be around others for sure making my experience unique.
If you mean for apps which use Xaml, that can't be changed, this is only for system32 windows(nothing "modern").
Here is a screenshot with Weather app, Calendar app, Control Panel, and File Explorer open, as you can see the modern apps stay white text, while FE & CP have silver and gold text:

The program worked flawlessly however, I cannot seem to successfully change the text color within the explorer bars. I've changed "active Title" and "Title Text" and "Window Text"to black (0 0 0) within HKEY_CURRENT_USER\Control Panel\Desktop\Colors, but my explorer title text remains white. Is there a setting that I'm not recognizing for the explorer title texts?

Did you turn on Show color on Start, taskbar, action center, and title bar for your title bar text color to show in File Explorer?

Yup, I initially tried both settings (on then off), but it seems the white text remains

In addition to the above, you could use the AeroLite theme to have color on the title bar with the text color.
