That explains that then. Note added to tutorial.
@Brink, the tutorial screenshots show the 1607 version of Connect.Bree said:
From 1703 on Edge uses the version of Connect that is only for Miracast wireless devices. DLNA is not available.3. Windows will now try to connect to your network and detect your Miracast or DLNA device. (see screenshot below)

Is there a free third party utility or browser plug-in which enable this functionality?
Did anyone ever get the Cast to Media option working in Edge? I can play content to my TV via WiFi from media file using the Explorer Cast To option but Edge doesn't find my TV.
Edge uses the same mechanism to cast as is used to project your display to another device, and has the same restrictions and capabilities. Edge requires the device you want to cast to wirelessly to be Miracast-capable, most TVs aren't. An hdmi connection to the TV should work though, it does for projecting to a second screen.
Explorer on the other hand can cast to DLNA devcies, which includes most TVs.
The really frustrating thing is that up until 1703 Edge used the same casting method as Explorer and DID work with my TV
Creators Update - Edge cannot cast media
