Windows 10: Control Panel - Open in Windows 10
Hello Allan, and welcome to Ten Forums.
The Control Panel is available in all editions of Windows 10. Please post screenshots showing what you see instead of what's in the tutorial to see if it may reveal anything.

Where's Control Panel
I found Control Panel when a back arrow appeared deep in 'settings' that said "<- Control Panel"! Very strange.
In fact, it turns out that I just have to RIGHT-click on the Windows motif (bottom-left) to get the full list of options, including 'Control Panel', 'Task Manager', 'Run', etc.
Great news Allan.
Yep same with me. NONE of those options are either available and/or do not work. Quite frankly, nothing has worked properly since installing Windows 10 and I deeply regret doing so. Never been so frustrated in my life. Brand new printer was working, now won't. Computer even freezes while on the internet (and no, it is not my ISP). I got to this forum trying to fix my now, brand new, perfectly defunct printer which cannot communicate with the computer since installing Windows 10. Nightmare. To boot, cannot even FIND the control panel.
Hello ssuark, and welcome to Ten Forums.
With all the issues you are having, I would recommend to reset or clean install Windows 10 to hopefully sort these issues. Be sure that you have the latest Windows 10 drivers for your devices installed.

Tablets do not work either

Could I reiterate elbmek's question, just having installed the 10586.3 build (which has made no difference to this matter)?
Each time I go to Control Panel it shows "Categories".
I would like to keep it showing "Small Icons".
Is there a way to enforce this, please?
works for me fine, in 'view by': top right of cpanel; stays as selected
You could use step 2 in OPTION THREE of the tutorial below to force the Control Panel to always open in icons view. Afterwards, open the Control Panel, set it for small icons, and close the Control Panel. It should open with the same view each time.

Interesting. The REG file works on HKCU, where the Policies key has nothing in it, whereas HKLM has several subkeys, including Explorer. Applying the REG file seems to have no effect whatever since Control Panel (from a desktop icon) still opens in Category view.
Is a logoff/logon of the current account required, or even a reboot?

I have 10130 and am surprised to still have the control panel, although the icon has changed. Has anyone still got theirs?
I looked at the Windows 10 build 9860 iso in the Winaero site and there was a "what's new in W10 build 9860". One item mentioned that control panel might be replaced by pc settings. I have succeeded in updating one pc to build 9860 via the pc...
