Usually when checking for updates, it will list the update(s) currently downloading or installing.

If you haven't already, you might see if you may be able to reset Windows Update while in safe mode.

I've run your script in safe mode it reported Windows update services was not stopped. Cryptographic services was stopped.
It did not say it had failed or was successful.
I'm now back in normal mode Windows update is now checking for updates.

No messages indicates that it was successful. It'll only give a message if it fails. I hope resetting it will help.

It does not list updates currently downloading or installing.
    Unfortunately the problem still exists.

When I exited your script I did it via X not return key would that make difference, then rebooted.

When you run the .bat file with "Run as administrator", the command prompt should close on its own when finished unless there was a failure. Closing the command prompt before it's finished would cause it to not work.

Are you getting the same error message in Windows Update?

If you haven't already, you might also see if the "Windows Update" troubleshooter may be able to detect and fix the issue for you.

I have just looked in Windows Software distribution Reporting events log.
Windows failed to install the following update with error 0xc1900107.
    All previous error were 0x8024200d.
I am trying to upgrade from build 1511 to 1703 I understand this should not cause a problem.
I'll try the windows update trouble shooter. I have previously tried it with no effect.

    Bill,

If you like, you should be able to use the Windows 10 Update Assistant to update to the latest version of Windows 10.

Since that is a rather old release, check to make sure you are up to date on the cumulatives.

You should be on 10586.1045 8/8/2017. If not, it may be a factor.
