Is it a good idea to roll Insider updates onto public builds? The base code is probably different? My WU doesn't show this update.
It's not an Insider build update.
You can download KB4022716 from the link at the bottom of the news article if you like since you don't have it available via Windows Update.

KB4022716 is no longer available?
It seems so. But see my link posted above, I can't seem to install that.
Strangely, I managed to download KB4022716 via your link now. Will try that tomorrow, and see if KB4025342 works after that? I never got offered KB4022716 via WU on this machine either.
KB4022716 has same problem: 'This update is not applicable to your computer'.
I tried a repair install: Repair Install Windows 10 with an In-place Upgrade Windows 10 Installation Upgrade Tutorials
which had issues (black screen on last reboot / login) but System>About did show build 483.
However, there were issues, and wanted to restore previous version of Windows, so I have restored prior image.
Stumped.
I was hoping to avoid that.
Can you help please: What is the best way of doing that? Is it a refresh or reset, and do you have a guide here?
This Clean Install Windows 10 Windows 10 Installation Upgrade Tutorials looks a bit daunting.
Resetting Windows would basically be the same as doing a clean install, but only affects the Windows partition.
