@Brink, As a matter of interest, I upgraded a Windows 10 Home x64 install sequentially from 1607 to 1909 (1607 > 1703 > 1709 > 1803 > 1809 > 1903 > 1909, using an in-place upgrade from a mounted ISO each time).
Following the Turn Off Automatic Installation of Suggested Apps in Windows 10 tutorial, I toggled the DWORD value for the SilentInstalledAppsEnabled entry from 1 to 0 after each upgrade (as it gets reset each time).
At the end of the last in-place upgrade I exported the entire HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\ContentDeliveryManager key in order to cut it down to create a REG file I could use to toggle the state.
This is what I found amongst all the other entries:

It looks like each in-place upgrade wrote a new SubscribedContentEnabled entry whenever the SilentInstalledAppsEnabled entry was toggled... so I'll have to watch out for the behaviour in v2004.
