And any offline registry method or tool would work, of course.

More: again, even on a non-bootable Win 10 installation you can (try to) enable the F8 option
Enable or Disable F8 Advanced Boot Options in Windows 10
    - from a command prompt from an installation disk e.g.
Oooo, Disable Fast boot and enable F8, Even better than what I have done to my own computer based on my own research a while back. When I was looking it up, the only option was the "Black Screen" mentioned in the article. Thank you again. I still think F8 needs to be default. I'm back to the one computer at a time thing. Perhaps MS can still work on that to deliver both. Perhaps the Boot Strap can be made to recognize the F8 interrupt if it's already held down before the boot process takes place. (Hold the F8 key and reboot). I can see now that I was ignorant. Every user must make their own choice. I just wish this option was better publicized. I review the changes, and still missed it (my own fault obviously.). For those that would like a fast way into the safe mode and don't know (or care at the time), about this current option and would be willing to sacrifice Fast Boot; by the time trouble strikes, it's already to late.

I can better see the dilemma though Microsoft eyes now, and will lay off. We all scream FASTER! FASTER! and to deliver the speed, sacrifices must be made. Humble apologies to MS concerning more current remarks concerning F8. As for the rest of my diatribes on Windows 11.... Not so much. Err... unless I missed something else?

Free is good too! I didn't know the Kaspersky rescue disk is free.

Great- even better if the PC in question is supported by regular disk images of all partitions, making recovery routine even if the internal disk has failed, for example.
