Cycling the power several times to maybe get an advanced boot option? F8.
Brink, I appreciate your patience. Perhaps I'm missing something. Is there an easy and reliable way to boot to a command prompt, or bring up advanced boot options from a hard reboot every time on any Windows 10 machine?

After i used option 2 with ms config to get into safe mode , The pc is restarting continously , and appears under the windows 10 logo ,,restarting " and i cant do nothing .Please help.

Did you have any other issues before doing this that could be related?
For now, see if doing a hard shutdown (press and hold power button until PC powers off) and restart may allow you to boot.
First ,i had windows 10 for over 3 month and the pc was runing slower so i did a reset ,after that i had the black screen problem (i solved that) anyway i done with that and appear cortana&start critical error and i followed the step from this site and after i click restart to get into safe mode it continuously restarting . I shut down and get back but nothing happend .

Is show the windows logo for 5 seconds then is restarting again ,continuously
In that case, see if you may be able to boot from your installation USB to do a system restore using a restore point dated before this happened.
