How to Delete Windows.old and $Windows.~BT folders in Windows 10  

Without taking several days to read through these 21 pages, can you tell me what option 1 & 2 might be and then of course, what is option 3?
Pliskenn, I have taken your advice last fall and put the thing out of sight. The question still remains, why doesn't Microsoft make a patch for this so it will automatically be removed and I'm talking about the old folder from last fall. In other words, why doesn't Microsoft make it so, that all these Windows.old folder(s) be removed automatically without us risking taking the computer completely down (not rebootable).

Thanks ! After Trying to delete windows.old and not having it show up under previous installations I attempted to take ownership, use command line fixes from the web etc... I saw this and did your cleanup steps from settings and boom gone and 2.5 GB freed up !!!!
