I would say but I never use Rufus but a 3rd party app called UltraISO used numerous times for 7 and later the 8 Customer Preview without having that sort of problem appear. If you find the numlock if off simply turning it on and following a restart finding it on automatically lit would be normal. Sometimes you may even bump the key without even realizing it. The volume control knob for the keyboards used here is located right above the numlock and forward slash keys on the numpad.

That's not the case at all. The numlock always reset to off whenever booted up. I know its not a big problem but its really annoying since Windows wants ppl to use PIN. And its worth pointing out because its behaving like this since windows isnt even installed yet. And more weirdly, I didnt have this problem 2 days ago. And no its not the BIOS.

I wouldn't think it was the bios at all otherwise you would know there was a huge problem to be dealt with like not seeing a working keyboard to start with as one example! It sounds more like a bug in how 10 is initially detecting the keyboard on starting up. Lately I have been running into F12 key issues when going to test some usb installation keys made up and couldn't get the F12 to work at all while I could still press the DEL key to get into the bios in order to change the boot order there. After so many times things simply went back to normal.

Cause and Effect? AHCI switched back to Native IDE solved all that in one lump sum when I found I was unable to boot either from flash drive while mainly not from bootable dvds made up! With certain model laptops you can not boot from any usb drive or device simply due to not finding the boot device menu option available! Yet when dropping in any bootable optical media on some of those older models you will see the "press any key" type message to boot from the cd or dvd in the drive.

    Are you set for AHCI?

BINGO RINGO! I suspected as much! :) It's notorious for causing a number of issues while not even providing the performance boost some seem to rave on about!

When recently trying it out on 10 here I kept running into some unexplained problems out of the blue that weren't adding up until identifying the one recent change that had been made in the bios for both 10 and the 7 install install as well since I have a dual boot going for both versions. The only thing for you now would be simply going back to the Native IDE setting to see if the results are immediate.

So i should change my install destination storage to ide? But the numlock already problematic since booted up the windows setup in the usb.

UPDATE: this is super weird, but its the UEFI. Remade the bootable usb, set up in rufus to mbr for both BIOS and UEFI. Try to boot from both one by one, and it turns out UEFI do all the numlock resetting.
    Its weird, but believe me.
UPDATE 2: i can confirm that even the .iso from mediacreation tool will have less restart while setting up and no network location will be asked

That's different! But at least as it turns out to be a bios setting not a bios problem. You wouldn't want to see the other!

By less restart I trust that would be the four system restarts you might see at times over three? The upgrade installs tend to see four reboots.

not the BIOS setting I would say. It's more like different boot type for the Windows itself. Turning on numlock in log on screen and then restart fix the resetting numlock problem for MBR. UEFI however need to turn off Faststartup setting within Windows+registry tweak, at least that what works for me. So I guess problem solved(?)

As long as you found a working solution all is well then. So far I am still running with Pre-UEFI hardwares with the pair of desktops here put together first back in 2010 and the mini tower afterwards using leftover parts!
