Option 1 basically just clears all custom folder views to reset them back to default. The desktop uses Auto arrange icons (off) and Align to grid (on) by default.
Is it allowing you to arrange the icons how you want while running Windows, and resetting on sign out/in or restart each time?
There have been many reports of Windows not remembering the desktop icon layout after a sign out/in or restart, but it's not related to resetting the folder views using the method in this tutorial. So far, most people have been using 3rd party software to keep their desktop settings remembered (backed up).

This does require taking ownership of the InProcServer32 key at both locations before being able to change the (Default) value if needed to be changed.
