How to Enable or Disable Camera On/Off On-screen Display (OSD) Notifications in Windows 10
When a webcam is in use on your laptop, tablet, or desktop computer, the camera's LED light turns on by default to indicate the camera is use. However, you might not notice this LED light if you are focused on the screen, LED is broken, LED is covered, or the webcam has been hacked and disabled the LED.
If you like, you can enable to briefly show Camera on and Camera off on-screen display (OSD) notifications each time the camera is turned on and off to help make sure you know.
This tutorial will show you how to enable or disable Camera on and Camera off on-screen display (OSD) notifications for all users in Windows 10.
You must be signed in as an administrator to enable or disable Camera on and Camera off on-screen display (OSD) notifications.

Here's How:
The downloadable .reg files below will modify the DWORD value in the registry key below.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\OEM\Device\Capture
NoPhysicalCameraLED DWORD value
0 = Disable
1 = Enable
1 Do step 2 (enable) or step 3 (disable) below for what you would like to do.
A) Click/tap on the Download button below to download the file below, and go to step 4 below.
Enable_camera_on-off_OSD.reg

This is the default setting.
A) Click/tap on the Download button below to download the file below, and go to step 4 below.

4 Save the .reg file to your desktop.
5 Double click/tap on the downloaded .reg file to merge it.
6 When prompted, click/tap on Run, Yes (UAC), Yes, and OK to approve the merge.
7 You can now open say the Camera app to use the camera and test if the Camera on and Camera off on-screen display (OSD) notifications are enabled or disabled.
If you enabled the Camera on and Camera off on-screen display (OSD) notifications and they are not immediately showing while testing, then restart the computer to apply.
8 You can now delete the downloaded .reg file if you like.
