I'd say give the upgrade to 1909 a try to see if it may fix it since you'll need to update to 1909 eventually anyways.
If not, then yeah repair install 1909.
Thanks, Brink! At the moment, it appears the feature upgrade from 1903 to 1909 might have fixed it. The Windows Store icon is back and store opens in my admin account. I'll need to check the user accounts; I expect them to work since clearly Windows Store is now present again on the laptop.

Hi Shawn, worth adding a note - perhaps in bold- near the start something like

'You will keep all apps, programs and personal data, just as when you upgrade, as an in-place upgrade repair uses the same basic mechanism as when you upgrade'

I usually post such a note in bold when I recommend one- when I fail occasionally to do so, this question is often asked.

    Thanks!

Hullo, I'm new here. Thank you for this tutorial :) I'm just curious before I do the inplace upgrade to repair the various Microsoft Apps that stopped working on my PC yesterday - I have numerous programs that I've installed, like Cubase 10 Pro and Adobe Photoshop. Will the inplace upgrade keep the programs I've installed or will I lose them? Thanks in advance for any help anyone can offer.

ABSOLUTELY. Follow the screens in Step 13 of the tutorial.

I just have to clarify - do you mean I will absolutely KEEP my installed programs, or absolutely LOSE them?
Sorry I'm just a wee bit paranoid!
Thank you for your help :)

Absolute CAN keep. I do a Repair Install if I can't quickly debug a problem, it takes less time, 1-2 hrs.
Step 13 shows where you can elect the default of keep personal files and apps (non-Windows) or just files or Nothing if you choose to 'change what to keep' from default setting of installing windows Only.
Watch 'essenbe's' video, to relieve any trepidation and make you more comfortable as to what to expect.

PS: if the ONLY issues you have are the default Windows Store appps, you can try these easier steps first, before a Repair Install, to see if they get fixed. - How To Reinstall Store And Other Apps In Windows 10

See my post #904 just above yours. Time and again the question has been asked which is why I asked the comment to be added to the tutorial.
