Repair Install Windows 10 with an In-place Upgrade

Is this the screen you saw? This is booting from the MCT downloaded 1903 ISO on a machine that already has 1903 Pro installed. It came after selecting Windows 10 Pro as the edition to install.




Edit: I get the same screen booting from the 1809 ISO on a machine with 1809 installed.

Selecting Upgrade there will just tell you that to upgrade, you need to launch upgrade from desktop.

Confirmed. I've done just that and the 1903 ISO is no different from any previous one.

I have done some not so smart things, i have took ownership with a tool, in the end I destroyed permissions and now I want to repair install. (I have added an Administrator User before I finally destroyed a part of permissions)

But the problem is I can't see anything, i can't see any fonts related to windows programs, and when i open windows installer it is even worse i see only the menu bar, the hole "content" box is just invisible.
I found a screen shot which looks similar,.



My question is since i can't do that by booting from a stick, also not by native boot, is there a way to initiate that from Administrator CMD ( Troubleshoot -> Advencd Options -> Comand Prompt )

Ok my brain is full of things, therefore sometimes it has to make place for other stuff.
But i copy here what i wrote ~10days ago somewhere else.

I read afterwards with reset the he might not know which user owns what.

When I run icacls reset again after, I deleted 2nd User and Admin, then it is technically like before only my original user left. So after deleting all other users it should be more clear that he owns everything what is possible to own as normal user, and everything higher maybe for administrator or UAC style, meaning no own admin account only elevating kinda standard user for several tasks to admin?
