Thanks, I got past my first issue but now it stops after about 30% of the updating after reboot with an error that says, "Cannot configure Windows on this computer". I couldn't get a screen shot.
Once it uninstalls the changes I logged back in to this message. Could it be that my personal folders are on a different partition? Do I need to put the relocate file back where it was?

Thanks Dalchina, I did search but didn't think to put in the error code. I was using the text from the first screen.
The wizard just downloaded windows 10, after it was done, it said "bla bla bla cleaning things up before closing", then it closed, reopened and now its just a window with the windows logo on it, the tab is called 'preparing to install windows 10', its not doing anything.

...Is it safe to close the wizard while its "getting updates; checking for updates." its stuck at 14 % and I don't think this horse is going anywhere.
Also, will using an ISO or USB installation media bypass the 'checking for updates' phase? Something is wrong with the registry or something and 'checking for updates' never works out.

Yes, you can restart the computer if needed at this point. It will cause the in-place upgrade to fail and revert back to where you were.
Using an ISO or USB, you should be able to select "Not right now" at step 8 to not check for updates.
The repair installation of this 1809, using an 1809 iso, went far into first phase then gave the little window "can't do it", despite presence of all recommended conditions.
So,
- I loaded a Hyper-V 1809 session,
- imaged (Macrium) it's C: ,
- booted into WinRE in which I overwrote (Macrium) this C: with the image,
- booted this C: , ran to completion the repair installation of this 1809, using the 1809 iso.
