Both are a good first step, but an in-place repair upgrade can fix issues they cannot touch (as you have found).
That's the ones Bree :) but having worked with Indian offshore resources I know they are only following scripts and woe betide anyone going off them. The downside of that is, as you know, unless you know of forums like this searching Google often puts up the likes of MS way above the rest and to some degree fuels their bad reputations. Maybe one day they will learn and pigs may fly!

After many weeks of repeated 1803 downloads and failures to install I went for the in-place upgrade.
To my surprise - it worked! First thing I did was image my system and C drives - I am now doing the disk clean up.

Hello, can I do this install repair on a PC that has domain & exchange mail setting? Also, can I use the ISO download from Microsoft.com for a Dell system PC?

A PC that is a member of a Domain and has connections to an Exchange server sounds like it is a work PC. If this is the case, the company IT department may not approve of you repairing the PC yourself. In addition, The network administrators may have Group Policies in place to restrict what you are allowed to do on the PC. If this is a work PC then you should ask your IT support what you are permitted to do before trying anything.
What edition of Windows is installed on this PC? Is it Enterprise or Pro? If it is Enterprise you can't use the media from Microsoft.com as that only includes the Home, Pro and Education editions. You'll have to see your IT department to repair Enterprise.Also, can I use the ISO download from Microsoft.com for a Dell system PC?
A Dell system (or any other OEM-installed Windows) is the same as the 'plain vanilla' Windows supplied by Microsoft, but with OEM customizations and OEM apps added on top. As such, the Microsoft supplied install media can be used to perform an in-place repair install. The OEM customizations and apps should be retained, just like all other installed apps.
I have had repeated failures to install the Windows 1803 Update using Windows Update, getting error code 0x8007042B. Today I have tried a Repair Install as per this thread, which has worked for me in the past, but this time it also failed with error message 0x8007042B - 0x2000D "The installation failed in the SAFE_OS phase with and error during MIGRATE-DATA operation". The failure was at 27% in the last part of Item 13 in the tutorial.
It seems that this might be a corrupt driver but analysing the WindowsUpdate.Log attached I can't find the error code reported and don't understand the other messages included. Please can you advise how I can track down the cause of the error and eliminate it?Attachment 192153
