Yes, but the reboots are not from a USB flash drive. The reboots are into the OS installed on the SSD/HDD. And if you have to turn off Safe Boot in order for that to occur, then you have the boot type virus on the system causing the failure to boot with safe boot enabled which is the exact thing that safe boot is there to protect you against. Therefore, turning off Safe Boot in order to do an in-place repair upgrade is a security risk.
Where is the suggestion to turn off safe boot? I'm not seeing it.
