If it's in the recycle bin then I wouldn't expect it to find it. The aim of winfr is the same as that of Recuva and similar utilities, to recover permanently deleted files:
Use this app to try to recover lost files that have been deleted from your local storage device (including internal drives, external drives, and USB devices) and can’t be restored from the Recycle Bin.
Well, it worked for me. It probably helps that this was an HDD, so not subject to the 2004 Defrag bug for SSDs.
Hmmm, I'll try it after emptying the recycle bin, but it is a SSD. That's my boot drive and the place where I most likely would need some kind of file recovery software.
Edit: That worked and fast. Deleted F:\Temp\temp.txt (not to recycle bin).
